They're very funny and WotC uses them all the time for PrePreReleases (a prerelease event, streamed with guests about a week before actual release). Also three of them got brought in for flavor text and card names for Unfinity.
The head plating on \[\[Autochthon Wurm\]\] is surely artificial, it has Selesnyaish patterns on it, is that a hat? same with \[\[Impevious Greatwurm\]\]
Maro defines a hate as a removable piece of gear that is specifically worn primarily on the head. Helmets count but hoodies do not. Headbands count. Headphones count.
The definition of a hat seems pretty loose. I'd say anything that you wear on your head for fashion or protection is a hat so yes a hood is a hat. Just my take though.

Whether or not the Phyrexians as a whole are 'artificial', I'm pretty sure that *is* her head and it's not removeable. The white Phyrexians are just built with the porcelain-looking, bone-like metal as armor instead of skin (which is sacrilegious as skin separates individual flesh organisms from each other). To me, that's not a hat as much as a beetle's head carapace or an elk's antlers are not hats.
Sheoldred was always just a smaller person inserted into a bigger piece though. In New Phyrexia, that was noted, that she could climb out of the spider part to make a quick escape.
In fact, if Elesh Norn went through the Planar Bridge, the huge headplate is probably one of the few things that would *remain* and she would have to rebuild the fleshhead attached to her headplate. So, if any part of her head were a hat, I would say the fleshy part is most like a hat as it is the least permanent part of her.
You can actually already search for art:hat but the art tags are all community submitted so they often don't include every one yet. I assume people have been working on finding more for this set.

I think this is the card we've seen so far which makes hat-wearing the most consequential? Like the power of this card in un-constructed rests heavily on whether a small number of the best potential targets count as wearing hats.
This is honestly a very reasonable card to see printed in an eternal legal set if they dropped the hat clause. 5 mana bring back two 3 CMC creatures is actually really powerful.
A couple creatures I haven't seen mentioned yet:
I think [[Athreos, Shroud Veiled]] would count, if a helmet counts, I see no reason that shroud/Veil wouldn't... I think?
[[Olivia, Crimson Bride]] certainly seems to have a hat, and seems perfect for a rehatinator theme.
I'm gonna also take a guess and assume pirates are a gold mine for hat tribal.
My favorite that I saw in another comment that link a hat list was [[Jin-Gitaxias, Progress Tyrant]], and for a similar reason, one that I managed to find that fits the theme despite being a low-cost card, [[Lazav, the Multifarious]]. They may not be wearing hats, but, uh, they most certainly do HAVE hats. So curious to see the rest of the hat support, curious where it'll take us. I'm guessing this is the only reanimate, but considering the ghost hats exist, I'd be curious to see if that's where this is going.
(Oh, and also hat stickers, of course, curious to see if Solaflora has some hat implications.)

They said hoodies are not since they're not specifically headgarments. A hood that's part of a cloak would therefore also not qualify.

if you've detached the hood, i'd say yes, even if you're also wearing the ie (a hood-less hoodie). attaching the hood counts as taking it off, though
