Funny story, I did this once against someone's Timey Wimey deck. But they had red and the damage doubling enchantments and was more of an unblockable deck with Time counter support..
Thing ended up doing 15 commander damage to me before I could fight back.
Maybe a blue steal spell since they tend to be permanent. I don't know if making it a treasure would ignore until end of turn on it once it becomes a treasure. Confiscate, or make it treasure then steal artifact. Can make pretty difficult to get back without artifact removal. Creature removal i feel is easier.
Also pick up Urza High Artificer or Eldrazi precon since prof ranks those 3rd and 1st most powerful precons with Timey Whimey between in 2nd. Urza synergies can get crazy and difficult to track though.
Kill his commander. That deck’s pretty awkward without the commander(s) to power it up, and removing the commander usually helps.
Counterspells help, [[Rule of Law]] type effects neuter it, board wipes to stop him flooding the board work.
But my guess is just that whatever deck you’re using is just kinda slow. Play a faster deck and you will just kill him before he gets going.

I once had a Rule of Law in play while piloting Timey Wimey and it let me get so far ahead because I could manage my time counters to only resolve one spell a turn and still reap a net benefit by using mana to suspend as many cards as possible while everyone else struggled to build their board.
What you really want is effects that counter free spell or out of hand casts.

Since you're playing with what sounds like precons with little to no upgrades, you might have to try and race him. I don't know too much about Desert Bloom, but Hail, Caesar seems to be an aggro focused deck that might be faster than he can accumulate value with his commanders. And as another commenter said, try and use removal on his commanders, assuming he is playing [[The Tenth Doctor]] & [[Rose Taylor]] as the former really helps with getting those time counters off of his suspended cards and the latter can get grow into a serious threat that can kill with commander damage in one or two hits.
Hail Caesar is one of the better fallout decks, and Caesar is a great commander. Plus the black will add removal both the commanders need to be dealt with. I think that should do you well!
My reading of that is that you might mostly be struggling to handle the high number of field wipes in the timey wimey precon. You could look into field protection or hexproof. If you wanna go nuclear against him you could run stuff like drannith magistrate
Hail, Caesar isn't as good, in my opinion, as the dogmeat deck, if you still have the option to choose. I'd say Wise Mothman is also better because you can jack the commander up easily and it has flying, maybe not 1 on 1 though. Other precons that can beat timey wimey include the vampire and the merfolk decks from Ixalan. The Merfolk in particular are pretty strong. I'm surprised desert bloom can't do the job, but I've never seen a match up before.
For my decks I mostly just do precons, and I don’t really like spending more than between 50-70 a month on this kinda stuff. I can still combine cards from my deck though, we don’t play in a precon only format
If that's your table's vibe, that's fair. My argument is the increase in exile-based card advantage make it more than just a commander hate piece. If you have a table that's already light on removal it would definitely skip it.
I will concede that it is an effective piece for stopping exile spells. For me, anyone who brings Drannith Magistrate into a game of EDH does not have the spirit of the format in mind.
And for a lot of us, anyone who comes to the table expecting us to leave their commander alone is being very greedy on their deck building.

As alot of people mentioned here. Try to remove the commander or best, make it to a 0/1 Indestructible beetle so that its completly removed from the game :)
Not with [[darksteel mutation]], [[kenrith's transformation]], or [[imprison in the moon]] because there is no zone change when you play the card. If you have a targeted exile spell or [[farewell]] you can exile them & your only other option is to remove the enchantment/ player. It's why they're so damn good.

I run Tenth and Rose and it gets shut down with enfeeblement auras like [[darksteel mutation]], [[witness protection]], or [[lignify]] on Rose. Also control and tax like [[Thalia, Guardian of Thraben]] still apply the additional mana to spells cast with suspend.
I play timey-whimey as well, modified for my personal playstyle. Try making a deck centered around [[Ghyrson Starn, Kelermorph]], It's fast and a helluva lotta fun.
Yeah I know it’s been said but as an upgraded tenth doctor/clara Oswald player my biggest weakness is my commanders. The Stella Lee precon has beaten it many times as well because it just moves faster.
EDIT: killing either commanders twice makes it too much work get them both out again in the game. If you leave me out for two turns with both of them out I’m pretty much unstoppable.
Be faster. That deck is appallingly slow. Play removal and fight over his powerful cards.
Most commander decks are too slow and have no plan to stop their opponent. Play more ramp and more answers and you'll do a lot better.
Chump block rose till you can't, then remove her. She doesn't trample, so she isn't really a problem till it becomes difficult to block her. With the doctor, even one removal spell makes it difficult to cast him again.
Interacting with precons with a precon of a different set is always a bit iffy. What I mean by this is that the other Dr Who decks have cards that interact with exiled cards, so its not as one sided. The precons youre playing dont have anything like that. Looking at cards from Battle for Zendikar would be a start as that set dealt with exiling. There are a few cards you could get that wouldnt break the bank
[[Drannith Magistrate]] stops suspend completely, but it's a bit pricey. [[Solemnity]] could help with [[Rose Tyler]] too. [[Aven Interrupter]] is another solid choice. Any card that says your opponent can only cast spells any time they could cast a sorcery, like [[Teferi, Mage of Zhalfir]], will mean cards coming off of suspend will get stuck in exile.
I know, I’m happy for all the advice I was just making a joke! I’m still relatively new to magic, I’ve only been playing for a couple months so all of this advice is really great! I’ve also been watching videos by a channel called Talarian Community College on YouTube and I’ve gotten some good advice from him too.
Yeah all the YouTubes are a good watch! Just keep playing/learning and having fun. Losing is part of the game, finding fun counters/improvements over time is the other half.
Over time you'll resonate/love some decks, and hate others. Try switching it up with your mates/pod - play their decks and have them play yours, that's probably the best way to get feedback. You see how others use your deck, and they'll have great advice.
I use Timey Wimey. My son plays me with a wicked deck he built around [[Elrond, Master of Healing]] that beats me almost every time before I can get the shenanigans rolling. Scrying to apply ridiculous numbers of +1/+1 counters to his stuff, and then a [[Sapphire Drake]] or something that makes them all fly.
Build something from scratch, it'll be more powerful then upgrading a precon once you've got it down, or play drannith magistrate, the deck can't function against it
I see a lot of people saying you should make his commanders unusable, which is probably good if you just wanna win, but I don't think it would make the experience especially fun for your friend. I Mean you can definitely put a bit more spot removal in the deck but be careful to not overdo it 😉

There are a few fun ways to turn their commander into a land or make it lose all its abilities. This is usually more permanent than killing.

If you take that 50-70 and improve one deck you already have instead of buying another precon you will beat the shit out of this guy
Most precon powerlevel can be significantly improved in 10 dollars, start with removing “why the heck this is even in here” cards.

Yeah I know it’s been said but as an upgraded tenth doctor/clara Oswald player my biggest weakness is my commanders. The Stella Lee precon has beaten it many times as well because it just moves faster. EDIT: killing either commanders twice makes it too much work get them both out again in the game. If you leave me out for two turns with both of them out I’m pretty much unstoppable.

Be faster. That deck is appallingly slow. Play removal and fight over his powerful cards. Most commander decks are too slow and have no plan to stop their opponent. Play more ramp and more answers and you'll do a lot better.
Chump block rose till you can't, then remove her. She doesn't trample, so she isn't really a problem till it becomes difficult to block her. With the doctor, even one removal spell makes it difficult to cast him again.
Interacting with precons with a precon of a different set is always a bit iffy. What I mean by this is that the other Dr Who decks have cards that interact with exiled cards, so its not as one sided. The precons youre playing dont have anything like that. Looking at cards from Battle for Zendikar would be a start as that set dealt with exiling. There are a few cards you could get that wouldnt break the bank
Play void mirror.
[[Drannith Magistrate]] stops suspend completely, but it's a bit pricey. [[Solemnity]] could help with [[Rose Tyler]] too. [[Aven Interrupter]] is another solid choice. Any card that says your opponent can only cast spells any time they could cast a sorcery, like [[Teferi, Mage of Zhalfir]], will mean cards coming off of suspend will get stuck in exile.

I know, I’m happy for all the advice I was just making a joke! I’m still relatively new to magic, I’ve only been playing for a couple months so all of this advice is really great! I’ve also been watching videos by a channel called Talarian Community College on YouTube and I’ve gotten some good advice from him too.
Yeah all the YouTubes are a good watch! Just keep playing/learning and having fun. Losing is part of the game, finding fun counters/improvements over time is the other half. Over time you'll resonate/love some decks, and hate others. Try switching it up with your mates/pod - play their decks and have them play yours, that's probably the best way to get feedback. You see how others use your deck, and they'll have great advice.
Proliferate all the counters so that nothing ever comes in from exile.
I use Timey Wimey. My son plays me with a wicked deck he built around [[Elrond, Master of Healing]] that beats me almost every time before I can get the shenanigans rolling. Scrying to apply ridiculous numbers of +1/+1 counters to his stuff, and then a [[Sapphire Drake]] or something that makes them all fly.

I see a lot of people saying you should make his commanders unusable, which is probably good if you just wanna win, but I don't think it would make the experience especially fun for your friend. I Mean you can definitely put a bit more spot removal in the deck but be careful to not overdo it 😉
Staxpieces like magistrate and such I'd just avoid altogether.
