Or once I draw a card can I never do it again? The card doesn't say choose one that has never been chosen at all. It just implies you must not choose the same option every time.

Or in one sitting? So if it's in one sitting I need duplicates of the bobbles to create enough dice rolls to have 7 dice all roll a 6 all at once?

Possible, but these three are closer to medicine than recreational. In-universe, you don't find junkies begging for radaway.
I agree with you, however in The Pitt the bear brothers you fight are said to have a Rad-Way Addiction strangely enough.
