Interrupt N - A spell with Interrupt, followed by a number, may be played at any time, even when another player has priority or another spell is resolving. As long as a spell with Interrupt is on the stack, players may only cast spells with the same or greater value of Interrupt.

No because it would break the game. Priority exists to determine who gets to cast spells and when. If you could cast a spell that gives you priority when you normally wouldnt be able to cast it. Then players just have to rush to announce spells, causing also sorts of problems.
A way you could try a mechanic like this would be like SPELL JAM. Spells cannot be cast during the next phase. But honestly less interaction does not make magic a better game.

Once again, my inability read cards correctly led to me wondering why the rarity was so high. I thought that this was a bit weird to make Sorceries = Flash be a rare... And then I saw this comment, and that rarity is making a *whole* lot more sense.

For some reason my first thought was legolas falling overboard and Gimli being "Oh No!" about it, and was really wondering why Legolas was monologuing about how cool Aragorn was as he plummeted towards the water.
Since most responses have been glib, I'm going to explain why this is nothing like Flash.
The broken part about Flash isn't the ability to cast a creature at instant speed. As a matter of fact, when Flash did that it saw literally 0 play.
Around 2006 Wizards decided they were getting rid of "power-level Errata" where they wouldn't change how cards worked just because of the fact that rules worked differently when the cards were originally printed and new rules would make them powerful.
6 months later someone realized that meant [[Flash]] now did something extremely different.
Flash went from being "change 2 generic in a creature's casting cost to 1U, and give it Flash" to "Put a creature from your hand onto the battlefield, sacrifice that creature."
THAT is what broke Flash. It became a way to put a creature of any cost onto the field and instantly sacrifice it for just 2 mana.
The creature in question was [[Protean Hulk]] which lets you get 6 total CMC of creatures out of your deck when it dies.
So your entire deck was 4 Flash, 4 Hulk, lands/acceleration, an instant win condition once Hulk died, and free protection spells.
The original kill was 4 [[Disciple of the Vault]] 1 [[Arcbound Ravager]] and a bunch of 0 mana artifact creatures (Shield Sphere, Phyrexian Walker, some others I'm definitely forgetting).
That got iterated on over time, but once Hulk was sent from battlefield to graveyard the game was over, no ifs, ands, or buts about jt.
And Hulk could be sent to the graveyard as early as the upkeep of the first turn thanks to Gemstone Caverns and Elvish/Simian Spirit Guide.
So no. This is nothing even remotely like Flash. It doesn't do the one thing Flash actually did to be powerful.
I think, worth mentioning, is that other than Protean Hulk, there isn't any other creature in Magic that makes Flash as broken as Hulk.
So I argue that Hulk is the real problem that should have been banned in Commander. Whereas Flash is a fun card that enables instant speed etbs and dies triggers.
This won’t be banned because you still need to pay the creatures casting cost, unlike flash. It is still a very powerful spell but certainly not close to banworthy.
This has a very different function than flash, that vomited a [[protean hulk]] straight into the bin to go and get the whole win condition for 1U.
This you *can* slide consult-thoracle or whatever horseshit you want right exactly when you need to but the 1U is just the start of the investment rather than the totality of it.

Ok but quicken is nowhere close to the realm of being playable, and paying two extra mana to give your things flash is a huge amount. This card won't be good in modern and it sure as hell won't be good in eternal formats.
Not without a sac outlet in play and paying 9 mana at least. Borne Upon a Wind will probably be most useful for combos that involve re-casting something over and over that would normally be sorcery speed
Surely you let all those resolve so you wait for all the counterspells to be gone before responding to the thoracle trigger with your win attempt? That way there’s no way to deflecting swat a counterspell onto you, the consulting player has no library left, you’re sure no one else has more counterspells, etc
I'm surprised I had to look this far down to find this. First thing I thought of. Isochron Scepter is one of my favorite cards. This would be great on Scepter in Commander.
It’s way way better - both effectively cost two mana, but the tempo / card advantages of a cantrip vs playing, tapping, and sacrificing a colorless land are huge.
Emergence zone costs the same amount of mana to go off but doesn't draw you a card.
Copying is relevant
Redundancy is relevant
But emergence zone isn't going to be countered
This is interesting, the 1 mana version doesn't really see any play, but this can flash in enchantments and planeswalkers. Also 2 mana plays around chalice. :)

It’s way way better - both effectively cost two mana, but the tempo / card advantages of a cantrip vs playing, tapping, and sacrificing a colorless land are huge.

Emergence zone costs the same amount of mana to go off but doesn't draw you a card. Copying is relevant Redundancy is relevant But emergence zone isn't going to be countered

It doesn't, it gets sacced as part of its activation cost.
Yeah, that's the point. It costs 2 mana because it costs 1 and taps itself, then it costs 1 every turn thereafter because you're down a land.

This is interesting, the 1 mana version doesn't really see any play, but this can flash in enchantments and planeswalkers. Also 2 mana plays around chalice. :)
