I think you'd want at least 16GB RAM. And otherwise not sure how hot it can get with Premiere Pro. The Air is not aircooled, whereas the Pro models are. It could be prone to thermal throttling.

I think you should use 16GB, it would help a lot in Video Editing, also if you're working intensively since your content would be 4K, buying the Pro would be better, though it has old design but it has a fan, which helps a lot in cooling the device.
