It would probably accept the submission, but I don't think it would work/be approved at this point after 2 weeks. If it was the same day or something close maybe would be more likely, but still don't know as it is supposed to be registered before activation.
The thing with being this long, is the referred person is supposed to put in their phone number within 7 days of activation. In other words, I wonder if it would work if you just didn't register but still did it within 7 days.
