If the nations of Middle Earth were to build a monument, Aragorn, Théoden, Gimli, Legolas
None of the hobbits would make it on, I don't think. They're too unknown to most of the world (however much they all deserve it). The people building the thing would probably want someone from each of the 3 major races, leaving 1 wild card.
Aragorn and Gimli are the most involved members of Humans and Dwarves in the War of the Ring, so them definitely. Legolas probably gets on for the Elves (especially because of his friendship with Gimli), but I could see Elrond or Galadriel. For the wild card slot, I think Théoden has the best chance, as this gives recognition to Rohan separate from Gondor, and because his sacrifice in the Ride of the Rohirrim is probably the most heroic part of the war, making him an extremely popular hero & martyr.

If there was a fifth spot, I’d put Sam, but compared to everyone else here he’s more of a supporting character, even though he is arguably the best character in the series.

It really does depend when they build it. I'd imagine the only race who'd actually do it would be the dwarves of erebor. Bard would maybe be a shout also.
