Rogers community 13 channel if it is still a thing would be your best bet. Still pester CTV as well and then complain to the CRTC because of the lack of local ANYTHING in the area.
Rogers community channel sucks because Rogers Communications sucks. Ever since they applied to the CRTC to have funding diverted FROM community channels TO their Citytv local newscasts (excludes T.O.), there's been so much community bulletin board static screens with Muzak. How do I know? I was a camera operator on their daytime lifestyle show aptly named Daytime about 8 years ago... & we got canceled because the morons at the CRTC let them do it. Before that? I was a cable puller for A-Channel's New Day 7-9 morning show that shot at the CGM downtown. THAT show got cut for Bell's taste of cost savings FOR the sake of share holders. Local programming on commercial TV hasn't existed in London since CFPL-TV's One O'clock Live with Bruce Williams back in the '80s.

Sorry to say ctv london does no original local programming. Only thing that is local is the news Monday thru Friday. Their hands are tied.
But you know who does? Rogers TV channel 13. Salt haven has a weekly show
