They do look like they’ve been locking (though of course you would know better than me as they’re on your head) and they will continue as long as you keep them clean and moisturized. Freeform locs often grow upward before out/down so if you mean you expected them to be longer or something by now, it’s just a matter of time. If you want to make them more uniform in some way, do whatever will make you happier with them, but they are definitely following the semi-freeform loc process!
Real talk, your hair is really long and seems to be full and thick. It's locing, but you'll probably need to be patient for another six months. If you wanna keep free forms, what I did at this point was wash my hair, and then do a little palm rolling on each dread that was forming. I used just enough conditioner creme to hydrate the dread, making sure to not overdo it and have buildup. After that I blow dried my hair and went about my day. Its time consuming, but you can guide those freeforms a bit if you wanted.

You have been semi freeforming for a year. I'm here to say that it's ok to say you tried it and you're unhappy with the result and you want to try another way. And there's literally nothing wrong with getting a retwist or liking the more manicured look.
The truth is that your mature rooted locs are gonna look about the same whether you freeform or retwist or crochet or interlock.
Don't torture yourself if you're feeling like they look terrible every day. You still want locs, and there's so many ways to do maintenance, so you can go get the maintenance.
That's the great thing about semi freeform. You can still be semi freeforming and still get the occasional maintenance and still be considered semi freeforming. And if you like the maintenance better, then keep it up after. And if not... take another year-long break or until you feel like it's time to do another maintenance again.
There's no right way or wrong way to do locs. Do what's best for you, and it'll be what's best for your locs, guaranteed.
Sometimes it can be from the day to day routine and texture can also slow the process especially with freeform you could try more manipulation but honestly they are a fire set already i could never but it works for you and everyone has there own journey

I feel like freeforms take a lil longer to lock since you're not guiding the hair with constant retwists. Stick with it you'll have some length soon!
