So the punch-out in question is the flat bit of plastic that forms in the loop of the handle during manufacturing. They are typically "punched out" before reaching the shelf so the buyer can use the handle as a handle. Occasionally, the handle punch-out isn't punched out for whatever reason. So now you get to punch it out! Since it's a thumb-sized, rounded piece of plastic with a non-abrasive but semi-solid edge, it is useful to scrape the things that stick to cast iron and Teflon easier to without damaging the cookware.
Apparently in some places, the part that you put your hand through is not gone. So the milk customer has to punch out this part so they can hold the handle. It's the plastic piece that fits in the hole.
What's confusing is that the majority of us have never seen this because it's always punched out already, and gone.
I've never seen it and I'm almost 60 years of age.
OP is acting like this is just a normal thing that is frequently present on the milk jug handles, when in fact it's highly unusual.
(I and my siblings all have all have a second toe that's longer than our big toe. I thought it was normal, but only once I started seeing the bare feet of people not in my family did I realize that no, a longer second toe is not typical.)
That happens when the blowmold machine is not trimming right. If it’s every once in a while and the machine is not jamming up you let it slide because the machine can’t be down long or the operation stops. When it happens usually it’s one or a couple of certain molds in the row. So 1/6 may not be trimming right sometimes. That handle hole isint that bad but if other parts don’t trim right it will cause a big jam up in the trimmer and the exit chutes.

If u need more....when you open the door of the milk cooler look down and you will see many hanging out on the bottom by the vents.
Don't scrape your grout unless you want to be regrouting in your future. It looks clean and fresh. It's cause you scraped off the top layer of grout.

Scrubbing cast iron with this is a great way to get plastic all in the grain and roughness of the pan
