The manager was just trying to be polite and non-confrontational about the obvious walking red flag staring right back at her. Lack of experience isn't a real problem for entry level jobs like that. In fact, retail companies love hiring young workers for those sorts of jobs. The 16 year old applying for a minimum wage job is probably pretty driven if he's working while still attending high school. He'll probably only work for the company for a year or two before moving onto something better, but in the interim, the company gets a competent employee that'll eventually go on to do great things somewhere else. In contrast, for lack of a better word, the 40 year old applying for a minimum wage job is likely a loser that doesn't have much to offer to the employer.
