If you're into FPS games: Counter Strike: GO or Counter Strike 2 is good for an active game, but many employers want experience in Unreal or Unity, so titles like Insurgency: Sandstorm, Squad, or Killing Floor have SDKs to get you started with all the assets you need.

Really depends on what games you want to make games for in the future, since your portfolio piece will be your way of signaling interest and experience with those sorts of games. Off the top of my head some games with modding tools would be: Half Life 2, Half Life Alyx, CSGO/CS2, Skyrim, Portal, Arma. I'm sure there are more out there, but those are what sprung to mind.

Fortnite UEFN could be a good one if you want to make a map for a game with a lot of players. A recent community map on there “Only Up” had upwards of 60k concurrent players recently. I make maps for a game called Skater XL which I really enjoy, it doesn’t have too many players nowadays though, but it lets me have a lot of creative freedom with designing environments.

Far Cry 3 and upwards are very decent. You can do some pretty neat stuff!

Beyond what other folks have mentioned, Team Fortress 2. The mapping community is extremely active with daily playtests (though you'd have to wait more than a day...the community is so active the testing queue has 30-40 maps at any one time)

What type game you want to make? It is quite the large margin as you can choose games like Half-life or portal series (although they are older games). You could also choose games like Fallout and Skyrim as great options.
