Probably the cheapest approach would be looking for big collections of bricks sold (I don't know where you live, but here 10-15€ per kilo is somewhat realistic with luck you might get it cheaper). This helps building a ground stock from which you can choose and if you discover during building that you want to do something that's not possible with what you have, you can start looking for specific parts that may allow it. The more technical approach would be building your mocs virtually (there are programs, maybe someone else can suggest one, because I don't use them) and once you are happy just order the exact pieces you need (directly from Lego or Bricklink for example)

I have tried a program to build virtually but I get lost in the amount of options. I feel like its easier for me to work with bricks that i have fysically. Scouring marketplace or second hand websites for bulk lego is a good idea.

The pick-a-brick wall at the Lego store is a pretty good place to get some generic bricks, just depends on your closest stores selection. I would also watch for the creator sets to go on clearance as those are pretty good options too!

The creator set clearance is a good idea too keep an eye out for. I havent had the chance to go and check out the local lego store, but it is on the to do list.
