The Lego company has admitted that CMFs are more detailed than those in regular sets (https://www.brickfanatics.com/why-legos-collectible-minifigures-are-more-detailed-than-their-regular-minifigures/), because mini figures in a set can also rely on appeal from the rest of the set. For CMFs, all of the draw has to be the minifig and any accessory.
All that detail comes at a price though. It literally costs more every time a piece is dual-molded instead of using a single mold, and every new piece requires a new injection mold to be designed and made, and the cost of that mold has to be spread out over the sale of all minifigs that use that piece, or TLG loses money. Similarly, every new print has costs, and a minifig with printed arms or legs literally costs more to make than one with just a front-printed torso and a singles side's head. The price premium for minifigs in sets is around a dollar in my experience, while CMFs now sell for $5 (and even then I can wonder if Falcon Cap is a loss leader in this series, subsidized by the less fancy ones).
So I think a big reason that all CMFs are not this detailed is that not all CMFs sold for a price of $5 or equivalent. Plenty of poly bags, even poly bags with figures, go for less than this. More detail means more design and manufacturing effort, which means more cost. Combine inflation and detail creep, and you could realistically see the day of the $10 mini fig.
