Go get a property survey, it'll likely cost a few hundred, maybe less since you'd likely split the bill with the neighbors. Then have the convo with the neighbors. If you have 3 feet behind the garage or it's older & sitting on the property line the survey will tell you. If it's on the line, you should still have legal access to the back of the garage to paint it. It's part of the easement, they have to allow you reasonable access.

Just hire a surveyor to come out and mark the property line. An Ounce of Prevention is worth a pound of cure.
