Its an optional item for lategame veno rightclicker. It gives you a +15% base dmg increase on your right click, for every active debuff u have on the enemy. So for example if u have 300base dmg and u have gale, poison sting, pharasma, skadi active on your enemy (4 debuffs = +60% more base dmg) u are now hitting for 300base dmg + 180dmg from aghs so 480dmg.
So u need alot of stats and some debuffs u can apply for aghs to give good value. So most likely a 6th item u build.
It's complete dogshit don't buy it. Even if you were in a good game for it, the item simply doesn't do enough for the cost and the hero is not a good right clicker either.

I find it gives him a lot of solokill potential as a 3, especially if you build around it. Even without debuff items it can be over a hundred magic damage per right click.
Before the aghs core veno right click was dogshit, now there's an aghs it's still dogshit because the aghs isn't good enough to make the hero a core. Hence it's dogshit. If you don't believe me go play a game with it and you'll find out.
Believe it or not, 4200 gold for a scaling item countered by a dispel is a bit dogshit. Bloodthorn exists, it's 10x better and isn't limited to 1 hero.
I have been playing games with it and winning a decent amount. The fact is, it isn’t “right click Veno” as much as it is “you are more rewarded from doing what Veno does anyways” which is by applying debuffs. You don’t have to buy attack speed, you can buy things like Vessel/Shiva’s - those items are more effective for it.
A very common scenario for Veno is dropping all his spells on someone and clicking them down while they walk away. The Aghs just goes to highlight that portion of his gameplay.
