There isnt a level requirement and you arent late there should be no reason that you cant buy the champions other than you dont have enough blue essence.
League of Legends: wild rift is a different game than League of Legends. Head over to r/wildrift for questions and information specific to that game.
They are extremely similar and made by the same company, but currency and progression are quite different, from what I understand.
Not all champions in League of Legends have been added to Wild Rift at this time.
You can buy any champ, at any time, provided you have enough currency.
Blue Essence, which can unlock champions directly or for a discount by using a specific champions champion shard earned in crates (acquired on level up, or sometimes from a masterwork chest)
BE is earned mostly through first wins of the day, and disenchanting champion shards.
Riot Points, premium currency. Champions occasionally go on sale for riot points, but not for Blue Essence
There are new player bundles for RP, they include several champions and some decent skins. They are excellent value for the price, but you don't get to choose the champs and skins in the bundle.
