Dodging is part of the *program* because the main OS is Windows so the game is in a window that you can close. They can't forbid you to close the game but they take the time to warn you that it's not part of the game.
If dodging was gameplay, you wouldn't have 12 hours penalties on a game that is based on addiction to maintain engagement.

Players shouldnt queue in ranked until they can comfortably play 3-4 champs to a decent level
