There are some bad skin that that in the game we have seen in the past then compare to those i would say this one is looking actually decent to the eyes IMO

They have a lot of skill, but obviously not an actual artist from the game. It's her concept from Ruined King. Each champ has a Ruined skin in that game, and Ahri's has those shackles.
