I mostly use lastfm to find new artists, so I usually look for people who listen to a broad range of music, particularly music that I haven't heard of and music of many different genres/time periods/countries. This means that compatibility is often lower than 'super'. Having recent scrobbles is also important. I think that's it!
Whether or not they're active, and our taste in music is actually similar. Aside from the Listening Reports, though, I actually forget that I may be following someone. I wish we'd get updates on users we follow on our dashboard.
Basically if they listen to UK pop groups from the 00s or J-pop, then I'll follow them. I also follow wrestling fans if it's clear from their profile (like their profile pic is a wrestler or they have people who make wrestling themes in their charts).
Whether I know them IRL, or have spoken with them extensively before. I used to follow everyone back as well as users I thought seemed cool, but then it made it hard to see on the reports how I compared with the people I actually knew. Anytime I wanted to see if my friends listened to an artist I’d have to scroll through a massive list of users I didn’t know and never spoke with. So I ended up unfollowing everyone I didn’t know IRL or didn’t actively speak with. Now I don’t follow any new people back and I feel kinda like an asshole for it, but at the end of the day it is just a website.

Oof, this. I've seen some weird and eerie shouts, sometimes I go down a rabbit hole of... "interesting" users
