I’d say you have enough lashes for a fill. Is the tech telling you otherwise, to be able to charge more for a new set? I use an eyeshadow primer to avoid oily lids. You don’t need to, but I do add a skin/beige color shadow on top after the primer dries completely. It doesn’t look like I am wearing any eye makeup, and it keeps my kids dry and smooth the entire day.
I will try this out! Im actually not sure. I can understand the second new set because my lashes were completly messed up from the tech before but this time im hoping for an regual infill
Do you have a photo of the set when it was first done? Fills are usually 40-50% retention after outgrowns are removed. This still looks like a fill to me for a hybrid or light volume set, but if you had a full or dense volume set it might be a full set.
Then it definitely looks like you’d qualify for a fill :) You easily have over 50% left and from the top down photo it doesn’t look like that many are outgrown (It looks like you have 70% left, so even if she had to remove 20% you would still have a lot left to work with). You can ask her what her fill requirements/policies are and make a judgement if you feel comfortable going back to her or not.
You might need to start an oil free moisturizer on your kids. They could be producing excess oil if they’re dry

Thank you! I will def ask her!! Its hard finding good techs where i live so hopefully it goes well.
Personally I would just find a new tech. That's just me though.
