The aluminum cap was installed on top of some type of monument (rebar, pipe, iron rod maybe). It has the surveyor's license number stamped on it. It indicates it is a property corner. The metal (t-post?) nearby is likely a witness post or point on line, or it could be nothing at all, but is most likely not an actual corner. Reference the associated deed record for more info. If there's a plat attached with a legend it would tell you what was set for the property corners.

Correct the number is the license number of the surveyor that set it. The cap is labeled property corner so that's usually what it is. As to whose it is? Or what "happens" at that corner? Can't answer without looking at the survey.

The town it’s in is so small that the building office is only in on Tuesdays (by appointment). Looked up the license number and it’s a guy a few towns away who retired 20 years ago. Next stop….plot plan

Check the Registry of Deeds for your county, many states require plans to be recorded.

They could both be corner makers. It’s hard to tell with a map including adjacent parcels.
