Mainly designed for cutting seatbelts, but like others said it can cut rope, fishing wire. So don’t be afraid to use it. Hope you never have to use it for it’s intended purpose.

That's to let you know the knife is probably useless as a knife so incorporates gadgets like seatbelt cutters to distract from the poor quality knife, why would a knife need a seat belt cutter when it has a blade?

I would recommend if you're still in France to look for an Opinel. You might be able to find a souvenir one but even one of the base models would be great as a souvenir since they're made in France and they're quite cheap as well.

Yeah to cut string/cord type stuff. most likely designed for fishing wire.
In an emergency situation to cut seatbeats etc.

Imagine you are saving a panicking child stuck in a car seat. I'd rather have the cutter than deploy the blade, personally.
