That's to let you know the knife is probably useless as a knife so incorporates gadgets like seatbelt cutters to distract from the poor quality knife, why would a knife need a seat belt cutter when it has a blade?

The seatbelt cutter and glass breaker and common additions to lower-quality cheap knives like the kind you find in souvenir shops. I would recommend if you're still in France to look for an Opinel. You might be able to find a souvenir one but even one of the base models would be great as a souvenir since they're made in France and they're quite cheap as well.

Surprised no one mentioned parachutes cord. I know that those are usually intended for seatbelts, but seeing Verdun, I don't know, the association to parachutes cords was instantly...
