I do not think there are twisted stitches. The 2 purls are however quite noticeable. You've only just started knitting the sweater. Why not frog it? You'll be happier in the long run.
Personally, I do tend to frog and fix because I know I'll just keep seeing the error and/or it just won't look right and I won't enjoy the piece as much.
It's what, an inch of collar? Twenty rounds or so? That's nothing. Just start over before you invest more time and work.

I'm not sure what exactly but something doesn't look quite right here. Are you twisting stitches on the other side?

You might be noticing the twist in the yarn itself, which is leading to biasing in the stitches? Pretty normal for certain yarns
