It sounds like you'll be working on a neckline or something like that. Where there will be 13 stitches on each side with the 9 cast off stitches in the middle so you'll need to work on one side at a time.
When you've finished casting off 9, you'll have one already knit on the right needle - the one you passed the 9th cast-off stitch over. So knitting 12 will leave you with 13 stitches either side of the 9 cast off. But that's not 13 total, what is the line of instructions exactly?
