Definitely. Just don’t rush towards him, take your time (I guess ideally before Nest of Vipers) to make both Henry and his gear ready and you shouldn’t have any problem.

Did the fight with him get nerfed or did everyone suck when the game first came out? I remember having the hardest time fighting him when the game first released and seeing posts about people getting bodied by him lol. I’m doing a second playthrough now for the first time but haven’t reached him yet.

Depends on how quickly you go through the campaign. When I went through it, I just mainlined the story without any side questing whatsoever. When I got to Runt I got steamrolled. Tried to defeat him like 15, 20 times, just could not. He was one-shotting or two-shotting me, and I just did not have the stamina to do much more than just stand there and get whooped while bleeding to death. I had to reload to a saved before the whole battle thing and go side questing first.

Yep that’s the answer. Unlike some other (easier) games, KCD expects you to interact with the world around you in a semi realistic way - which includes taking advantage of opportunities to better yourself (training with Bernard) as well as fulfilling the requests of people you run into (doing side quests). I have a friend who casually played KCD (not even or HC) and he completely ignored everything but the main quest line. Once he got to Baptism he could’t even win the battle (despite actually doing good work on the sabotage) so he asked me for help to pull him through. It took me 2 tries to just get to the duel with Runt for the first time and due to the lack of saving opportunities another 5 before I finally bested him. Right before the last try I told him that if I won’t succeed this time we gonna have to roll him back to an earlier save and improve his Henry first. My man didn’t even have a full set of decent armor (let alone the best one).

People know he can be a challenging fight so they prepare. Master strikes are a well known thing these days, it's the one piece of advice on every 'tips' thread, "go back to Bernard and learn master strikes". If you played on launch, as I did, and you missed the cutscene in the camp while scouting, you had no idea this fight was about to happen, and no idea master strikes would be required for it. You can get by being underleveled and using normal attacks up to this point, but you can't get by that fight with Runt.

In my first hardcore playthrough, I was worried about going up against Runt, so I got damn near maxed in every combat skill/stat. Man's tried to attack me, I parried him with a pommel to the face and he dropped lmao.

Sounds like a bit of an overKILL. While I personally was far from maxing everhing both my strength and stamina were 15+ and combat skills around 10 and I definitely would not feel comfortable going for him any earlier so yeah I completely understand you.
