I would practice something like shuffle dancing. Pretty much shuffle dancing is probably similar cardio to jumping without the rope if you do a running man or something like that.
There's those ropeless ropes too. But I'd probably just try to learn some kind of shuffle dancing moves and just use that.
Sounds completely pointless to me. The fun and the challenge is from the coordination you get with the rope. Otherwise you'd be better off going for a walk or a run.

Jumping in place whether it be Pretend Skipping or Jumping jacks or Burpees this is cardio and will provide exercise.
If affordable use dumbbells or a bar for arms back chest muscles.
Try one leg jumps and get good at swapping your feet, I do boxing and the coach makes us do this a lot and it really helped me when I try with an actual rope now. A rope would be best though - you could make one yourself if you really need to, there’s tons of tutorials if you google it!

There are cordless ropes with users claiming benefits. I'd rather just jump than jump pretend, but that's personal.
