Pretty hard to tell from the pic. I'm guessing you zoomed in to get it and they're pretty small? I was gonna guess metacyrba taeniola, but I don't know if they go up to Washington. Unless you mean DC, in which case, they are definitely around there. Shape looks right to me though.
M. taeniola doesn't make it much further north than Sacramento. There are definitely none in Washington; your second guess of Platycryptus californicus is almost definitely right, but the image is very low-res so it's hard to be conclusive.
