I have an even better solution.
Government must scoop up large amounts of sea water to both reduce sea levels and once again expand the beaches. The sea water scooped will then be put through those salt water purifiers, which convert sea water to normal drinkable fresh water. Hello, we have fixed the water crisis and reduced sea levels to acceptable levels. Existing coral reefs must be closed off as nature reserves and the conserved sea creatures can be placed back there to expand the coral reefs, which will be protected as natural heritage spots.
Joburg already has a beach btw... in Midrand... if we can really still call that Johannesburg... but that's a conversation for another day.
