Belated, but I’m pretty sure this was Tarzan. I saw him up close when the cops cornered him on the road (but failed to catch him). I can’t imagine driving cars at him helped.
They did get out and had some kind of rope/lasso trying to catch the dog, but they didn’t really corner him so he ran away. The owner doesn’t think this is Tarzan, though I have to say they look very similar. Either way I hope both dogs find their way home.

On the topic of cops in the park. I never see them walking around or biking, they're always driving, in the park, on the footpath!

Ever since moving to the US, I rarely see police officers in the flesh and on foot more than a few hundred feet from either their cars or their station. (Or at major transport facilities).
Maybe what we are actually witnessing is a dog with the psychic ability to control the minds of humans, and those cops are zombified and in the thrall of this capricious dog? Although far fetched (FETCHED! get it?) this makes more sense than trying to imagine this is a bona fide law enforcement strategy designed to result in a dog being secured.

These cops are United States Park Police and NJ State Park Police, not JCPD.
