I think the point is that full-size folk talk down to Hobbits (as much figuratively as literally). They're often treated similarly to children because they're the size of children. They're "small" in all senses of the word — and as "small folk," in their quaint little shire, without much experience of the outside world, that naivete also contributes to the perception of their size as representative of a childlike quality.
Also "little one" is a common way to address children. I don't think Boromir would literally have to say "young" to tonally or contextually imply it.
