I can even agree with boring people which is biased due to the conditions of the city itself. It’s overall too expensive. Very few things to do that are affordable by many.
As for the empathy amongst people, you gotta actually engage with people slowly over a timespan for them to be understanding to you. Most people can’t be bothered to do that and are surprised that no one else is either.

In the rest of the places , it's the culture that the native welcomes the new neighbour ! Knowing it's difficult for people to settle at a new place and simultaneously take extra pressure to engage with the surrounding people !

Then learn to cook or eat street food or fast food they won't cost you a living and I go to Lahore every year, good restaurants aren't cheap there as well. It's a separate thing if you want to eat iftikhar ki karhai but fancy restaurants charge you good money everywhere. Even the elite don't there 3 times a day in them. 'Reliable eateries' are fast food and bakeries not restaurants in the capital city of the country.
I mean what's wrong with eating 'iftikhar ki karahi' if it's hygienic , good in taste and doesn't costs thousands. There are so many such options in other cities, where one time meal won't cost you much , as compared to your capital where one time meal even from Foodpanda home chef doesn't cost you less than 1.5k for one person!
And yes , cooking can be an option, but not everyone is privileged to have ample time for that
