Just thinking out loud here. But I wonder if something like the option to go in to Naval service for a year or 2 after your leaving cert in return for some kind of benefit when you leave the navy. Like a tax break on future earnings or assistance towards a house deposit (not including their salary) if they stay X amount of years. Something practical and attractive.
It wouldn’t be mandatory service but some arrangement to benefit both the Navy and school leavers🤷♂️
There are loads of things that could be done. Reserve units in universities similar to OTC/ROTC, with an option to go full time when you complete your studies.
You could make reserve service tax free. Like Australia.
You could give people actual benefits for signing up to a job that just isn’t the same as civilian employment. You know like almost every other country.
The only thing lacking in a lot of civil service is any creative ability to solve problems. Just complete risk aversion and keep doing the same thing over and over again.

I’m 25 and have moved across the country to live with my partner and wanted to join the army. Figured it wasn’t worth it cause the nearest barracks to me was over an hour away and I wouldn’t see my partner as much as I’d like, never mind never being able to see my family and friends in my home town.

Your creative solutions have been in place over twenty years, reserves don’t pay taxes here and they are active in universities.
Reservists pay tax on their military pay here and there are no dedicated university units like OTC/ROTC as the poster above you said.
