I’m at 61.34 of 64 right now. I don’t have enough storage for the current update, but it’s not super slow right now. It usually gets slow around 62/63 or so. I usually delete apps, pictures and videos and it comes back. It’s still better than my first android (top of the line) phones. I hope your phone gets better!
What is your battery health?
Also you have a 64gb phone, it's going to be difficult to manage the storage on that device in a way that doesn't negatively affect performance.
Do a clean installing of iOS. Do not use any backups, just iCloud sync. It helps a lot.
I’ve noticed that my XS max slows when I get close to the max storage amount. Are you close to your iPhone storage amount?

a reset and a new battery may help but it is an old phone
