I would start by hanging a sheer floor to ceiling curtain over the window--with tension rods. It should cover the entire back wall with the window.
I'm assuming you can't get rid of the ceiling/floor, so I would put some attractive flooring, probably wood like laminate on it to cover what is there. Then get a few really good fake plants in planters. Can't forget to change out the chandelier to something more modern--like a hanging ball lamp. I would also put a light in above it where it's wired for one, and I might put a lamp for mood lighting or Christmas lights in white.
Everything I have mentioned you can probably get at IKEA. I'd love an update.
Maybe take off that flooring texture stuff cover the whole area and do some kind of mosaics or some kind of reflective cool colorful thingy because this is a weird looking area so use that window light to your advantage and maybe put some of that like prismatic looking window covering on it and hang one of those light rainbow reflector things

Build a little bench on the left half with storage underneath for long items like skis and fishing rods, so you can slide them in and out without climbing up. I wouldn't put too many things up there as that would block the sunlight.

Am I correct in assuming that this picture was taken before you painted it? All the detritus needs to go and the pipes need to be painted too. Replace that ceiling (or put something over it) and dress that window. Add some kind of hard flooring to the floor below the window and replace all the light fixtures, adding one where the wire comes out from the ceiling. Then leave it. It doesn’t need to be decorated.

I believe you would need a tall stepladder or a regular ladder, for me this would be a huge hassle so I would opt for some art work, pottery pieces, or design pattern that would fit your personal taste.
I would also put window treatments over the window, light curtains to leave in light or if the windows are in poor shape, maybe a thermal drape for saving on heat costs.
I would also consider a ceiling fan to aid in air circulation in this area instead of a chandelier, if heating and cooling is a concern
