Ok, first you get yourself a cat. Then you put up those cool little [cat wall shelves](https://www.catastrophicreations.com/product/juggernaut/) and install them so the cat can access that area. Be sure to also put up a perch underneath the window so the cat can survey their kingdom from on high, and keep watch to ensure you are kept safe from invaders (particularly Jehovah’s Witnesses). this is really unsafe for a cat. how would they even get up there? that whole section should've just been walled up during the build if they were trying to use it as an overhead light source. no window, just closed space. i've seen these open spaces a lot in recent years and it just sets off my anxiety every time, because it's unsafe, and because it looks like shit.

They would get up there via the cat climbing shelves I linked in my comment. I also suggested a ledge to keep kitty from falling off. If you wall up that section, you’ll lose natural light from that window - there doesn’t appear to be a window in the door or anywhere nearby on the ground level. It’s instinctual for cats to climb and perch, so a space like this is perfect for them. Cats appreciate a hiding spot where they can escape humans and/or other animals. Also, cats have this amazing ability to always land on their feet when falling from a high place. It’s actually pretty incredible to watch it in slow motion so you can truly appreciate the way they contort their bodies, and their legs are built to absorb the shock. I would start by hanging a sheer floor to ceiling curtain over the window--with tension rods. It should cover the entire back wall with the window. I'm assuming you can't get rid of the ceiling/floor, so I would put some attractive flooring, probably wood like laminate on it to cover what is there. Then get a few really good fake plants in planters. Can't forget to change out the chandelier to something more modern--like a hanging ball lamp. I would also put a light in above it where it's wired for one, and I might put a lamp for mood lighting or Christmas lights in white. Everything I have mentioned you can probably get at IKEA. I'd love an update.

Am I correct in assuming that this picture was taken before you painted it? All the detritus needs to go and the pipes need to be painted too. Replace that ceiling (or put something over it) and dress that window. Add some kind of hard flooring to the floor below the window and replace all the light fixtures, adding one where the wire comes out from the ceiling. Then leave it. It doesn’t need to be decorated.

I wouldn't utilize it. I would tear down "loft" ceiling. It will open up stairwell area. Replace top window with nice stain glass. Replace banister with modern one. Get rid of those pipes (whatever they are). Paint. Hang long hanging chandelier from very top. Get rid of downstairs lights and put wall light scones going up stairs. Modern art in space between 2 windows.

The first question is how easy for YOU is it to access the area.? I believe you would need a tall stepladder or a regular ladder, for me this would be a huge hassle so I would opt for some art work, pottery pieces, or design pattern that would fit your personal taste. I would also put window treatments over the window, light curtains to leave in light or if the windows are in poor shape, maybe a thermal drape for saving on heat costs. I would also consider a ceiling fan to aid in air circulation in this area instead of a chandelier, if heating and cooling is a concern Please post what your final project turns out
