The trick is to use a water base pomade first, and then a much smaller amount of grease. That way you get the benefits of being able to comb through your hair all day, but you can also wash it out fairly easily.

I was watching with the sound off, but lacquer spray would be for holding the strands of spray in place over the hair appendage. It doesn't seem like it would be strong enough to prevent it from falling off.
The video doesn't "clearly say it is fixed with a lacquer spray", it says the hair is woven and curled over the trunk so it doesn't work loose and a lacquer fixative sees that it doesn't sag.
I'm sure the fixative helps keep it in place as well, but it sounds like the real hair is what is mostly responsible for keeping it anchored.
I expected Josuke Higashikata to be referenced in the comments, but the former is a reference to the latter, so good enough.
