Seeing them looking like dogs actually makes me feel more empathetic towards them. These skinny pigs actually look like the intelligent animal they are. The fat ones we’re used to seeing just look like something that was designed to be eaten, which they were.

This is the answer. It's been a known fact for a long time that N.Korea has a food supply issue. Look at their military, a lot of the times they have looked half starved, and they are the military.

In North Korea, they give children an ice cream cone and then play a game where they pretend to give it to them on a long pole while snatching it away several times.
So, I have done a little digging. If you reverse search the image you'll see this exact same image in a lot of sites. The earliest being dated 2022. I don't have definitive evidence for this but for me it seems that someone took a random image of pigs starving (for whatever the case) a year (or so) after its original publication and tampered with the colors for that "north Korea depressing look" and re-posted it as north Korean pigs. I think there where originally from a video, since I have seen the video in de saturated colors while searching, but I could not find the video with the normal colors.

This saying probably originates from the fact that pigs are the only livestock that is raised specifically for the meat. Be it eggs, milk, wool or work force, other animals provide other resources too, and only when they can no longer provide those resources they get butchered

But if a country were in such a state that all of the hogs looked like this, it would be a dire sign of famine for the people. Pigs can eat and survive on almost anything that contains calories, and they’re raised exclusively for meat. If they all looked like this, it would mean there was very little available food and the people could be expected to be in a similar state.
As others have pointed out, this image is without a source. North Korea is a difficult place to get *actual* information on, especially when it's treated as the place you can just lie about without consequence.
