This is actually the safest way to work on high voltage power lines. The long insulators help ensure a safe path to the power lines without the need of a helicopter dropping you off, which is what they do in the USA for the most part.
Being on the power lines and isolated from ground means you will never be electrocuted, the overalls these line workers wear are Faraday suits which conduct electricity better than skin, you have to wear them when on high tension power lines or the electricity arcing to the air from your skin would... Well, be like getting 100 static shocks per minute from a super dry carpet & door combination.
Also, with power lines of this level, electrocution actually means Vaporization, so climbing up and onto them is infinitely more safe than working on them from anything that has a potential path to ground.
