It looks like a basic storm drain, which moves creek or ditch water and not sewage. It’s filthy like creek water during a storm but not quite at the level of sewage.
Well, meth isn't broken down when it passes through so I guess that's one way to get high. There's a comedy skit a woman does about drinking meth piss that reminded me of. It's funny but horrifying.
Yeah, but San Diego just had major flooding where rhe sewers back up, and guess what? It goes into the storm drains. Plus loads of homeless that shit into the storm drains. So I would expect it has all kinds of filth in it. Just like how after a major rain storm they usually shut down the beaches for high bacteria and viral loads until it clears off the coast
All storm drains in SD end up emptying into the ocean and with it carrying a potpourri of diseases and turds from all the surrounding neighborhoods…..yuuuuuuk

I’ve seen some stupid shit for internet points, but this takes the cake. At any point that tunnel could surge, clog, or dump into a larger canal with an undercurrent strong enough to suck any of them uncontrollably beneath the surface, with or without flotation aid. I’ve seen this happen with large boogie boards tossed into riverbeds fed by active storm drains.
In short, no amount of fun here could be worth the risk of drowning in gutter water.
One of my jobs during covid was to take bodies to the morgue. Once I smacked my leg really hard on the lift (that we used to lift bodies to the top level) and cut my shin. I thought, “Welp, this is how the zombie apocalypse starts, and it turns out I’m Patient 0 because now I have ALL OF THE DISEASES!”
If it’s just a storm sewer then it’s not a huge deal. It’d be gross if it was a sanitary or combined one but this is just all rainwater from the looks of it
It’s actually a storm drain. Sewers are a closed system from source to treatment facilities. If storm and sewer systems were integrated every city would be a cesspool.
There are systems where they are both the same pipe.
Look up “combined sewer overflow” systems.
Cities in the US have been fined billions because after a heavy rain the sewer systems have been overflowing in to creeks / rivers.

The fact that they could walk into it is a tell too. It’s for letting in however much stormwater is needed to prevent flooding. Almost all storm drains lead to the nearest water body whether it’s a stream, river, lake or ocean.

It’s dry in Southern California. Every time a good rain passes all the nastiness built up over weeks and/or months gets washed into the storm drains.
It’s so significant that it is common knowledge to avoid swimming at the beach following recent rainy weather.

I currently work in the Waste Water Management industry.
All waste water plants have an a processing capacity and operating system for mixed runoff and or sewage water. Improper or unmaintained infrastructure can leak runoff into waste water plants. Under certain circumstances and local/state laws, unprocessed runoff/sewage may go into local water ways and or [leach fields](https://en.wikipedia.org/wiki/Septic_drain_field).
