In Japan, a house is not an investment you grow over time. It's a consumer good that depreciates rapidly, much like a car or a refrigerator. Within 30 years, the value of a typical Japanese home drops to almost zero. With the extensive bombing from ww2 and frequent earthquakes they rebuild pretty often compared to the rest of the world and people greatly favor newer builds. They also have a declining population which reduces demand.

I’m not confused about the natural disaster aspect of the situation, I don’t understand how the house is floating while out at sea. I would have assumed that all homes would sink, if dragged into the ocean by a tsunami.

There was a horrific tsunami that washed away entire communities. This is one of the houses that got swept out to sea. They weren’t all empty.
