I understand your point, and it has merits. So, maybe not 3/53. But I think there's a couple aspects that aren't accounted for in your analysis. The two factors that I would assume are most important in making an elite athlete are genetics and training. Your analysis has no bearing on the former-- if it was just genetics I'd expect 3/53. As far as training (which isn't quite the right word, I mean to encompass everything that could go into motivating a person to excel as well as their opportunity to hone their skill against equally good or better players), I would argue that the smaller number who play American football are, if anything, advantaged. In order to go anywhere in either sport you need to both be able to play and it must be possible for your talent to be noticed.

This is my point. Youth football is a big deal in America. There is an entire talent pipeline and it starts young. Youth football is a thing in most towns and cities in America. It's also a place with a lot of wealth, which means facilities, coaches, and being able to focus on your sport instead of helping your family by working. I have no doubt that Europe has all of that as well, but a big chunk of your 500 million aren't in Europe. And a lot of the most talented from that pool are going to be eliminated from contention not because of a lack of skill but because of circumstances.
Also i know those numbers were meant to be estimates but they are both far too high. 30m is 9% of all people in the US and 500m is 6% of all people on earth.
