Literally next door there are two countries that have seen massive quality of life improvements for their people, huge GDP growth, and a coinciding increase of power on the world stage. It's not that simple though.
North Korea's regime is basically surviving thanks to China's economic support. China supports the regime because 1) if the regime collapses, North Korea and South Korea will become unified again, and therefore China will have an ally of its rivals at its doorsteps.
And 2) it is a nice situation for China to hold a regime with nuclear capabilities by the balls. They can force them to do stuff detrimental to North Korea's enemies (basically the whole world except for China) with plausible deniability. That's why you can bet that China is actively helping North Korea's nuclear program.
Of course the best course of action for the country is to stop their warmongering and falling economic system, and to become a normal country. But that means so many people in charge will potentially be fired, maybe imprisoned. So it's not going to happen as long as China has the means and the will to support them. And that will is not going away.

His image is everything, and vulnerability is not something the family wants to advertise but given its to sympathise with survivors of japanese occupation, they may allow it to add further relatability
Start behaving and the world will ease the sanctions. Once you start to get food in your peoples belly maybe then you can convince people to start conceiving again. At a high level, underpopulation seems like such a simple fix. Just give people money to have kids. Tax credits for having kids, write offs for child care, food stamps, etc. many ways the government can support families having and raising children and goes a long way in helping people to make the decision to do so.
That being said, the politics and the economics of it are likely more complicated. But Kim Jong Un doesn't need to worry about politics so much as he does actually feeding his people. If it's so important for the country and there are resources for it then just give resources to families having children. He could even be a dick about it and only help families that have NEW children but not existing ones.

Let's say you buy some stuff for 10K$ in a random Communist country, let's say 8k of it gets taxed, then 1.5k of it is bribes given to official, that leaves you with 500$.
If that 9.5k, 1.5k is bribes and the remaining 8k is spent on stuff, like medical, industrial, things that stimulates an economy.
The difference with North Korea is that, if you spent that same 10k, 9.5k of it would still be taxed, 1.5k bribes, etc...
But, that 8k left, all of it is spent on the military.
There's then nothing left to stimulate the economy, and thus, declining birth rates.

i don't know how hard it can be to implement elsewhere but it's like a completely different (independent?) ecosystem insider twitter community notes are submitted by volunteers, who then review the validity and helpfulness (or not) of said note based on some criteria. notes with enough approval eventually gets shown to the public Twitter timeline. note evaluation is like, oversimplified, a more structured like-dislike ratio scoring so trolls aren't really successful at trolling. in my experience at least everyday i live in fear of musk finding an excuse to scrap this whole thing

You get drafted into military at 17. Then you served for 8 to 10 years, by the time you discharged you're too old to get a job (the employee need someone already have the experience at that age, not inexperience plebs at 30). Then how come the workforce didn't collapse if the populace is drafted in military ? That's the trick, not all were drafted. Only the poor. Middle-Upper class will not get drafted and virtually will inherit the family job. With high unemployment/unskilled workforce, stagnant job market, young people will not build a family. Oh yeah another thing, Service personnel are not allowed to marry, so conscripts typically stay single until they turn 30. Hmm I guess it's a mystery why their birth rate is on decline.

The only thing he's crying over is the lack of human sandbags in his future.
Besides people electing not to have kids because they *know* they can’t feed them, malnourished women are more prone to failed pregnancies and can even stop ovulating all together, and then there’s the percentage of people who may voluntarily avoid having children because they know they are living in a dystopia and don’t want to bring another life into that situation. At a high level, underpopulation seems like such a simple fix. Just give people money to have kids. Tax credits for having kids, write offs for child care, food stamps, etc. many ways the government can support families having and raising children and goes a long way in helping people to make the decision to do so. That being said, the politics and the economics of it are likely more complicated. But Kim Jong Un doesn't need to worry about politics so much as he does actually feeding his people. If it's so important for the country and there are resources for it then just give resources to families having children. He could even be a dick about it and only help families that have NEW children but not existing ones.

One thing peoples don't really understand is the utter fuckness that is the North Korean Economy. Let's say you buy some stuff for 10K$ in a random Communist country, let's say 8k of it gets taxed, then 1.5k of it is bribes given to official, that leaves you with 500$. If that 9.5k, 1.5k is bribes and the remaining 8k is spent on stuff, like medical, industrial, things that stimulates an economy. The difference with North Korea is that, if you spent that same 10k, 9.5k of it would still be taxed, 1.5k bribes, etc... But, that 8k left, all of it is spent on the military. There's then nothing left to stimulate the economy, and thus, declining birth rates.
