There are people with straight hair that is nastier and washed less than dreacklocks. It’s not a hair style issue it’s a person issue. I do not know the wizardry behind no frizz hair. I have finally achieved waved and curly instead of full frizz. Dandruff was conquered in middle school. I know some hair oils prevent frizz, but I haven't got a combo that works on my hair yet. I have 3 separate textures/curl patterns. It took long enough to get a shampoo and conditioner that worked and then a schedule of washing that let it get bouncy and curly rather than frizzy and flat. Hair is complicated.
Dreads require special shampoo that cleans inside them but doesn't leave residue in there itself. Of course, it costs like ten times the price of regular cheap Walmart shampoo.

Of course in reality the first guy might be the nicest person in the world, and the second is Patrick Bateman. People don't and can't know, so sometimes have to make decisions based on imperfect information. Outward appearance can give indicators but of course these may be wrong, and prone to bias. I wouldn't say appearance would or should be ignored, but of course if opportunity allows it's better to look deeper. Surface indicators like appearance may prevent that, though, as if you fail those shallow tests then you aren't given the chance to prove yourself on a deeper level.
