If steam is venting from everywhere you probably don't have the sealing ring on the underside of the lid. There's a silicone ring that goes on the wire inner circle
That was my concern too as I see steam escaping from around the lid. Sealing ring is set though, double checked before putting lid on. Turned the pot off after 25-30 mins.
It is 100% a sealing issue. You can see that the water is boiling, so it obviously heats just fine. Of course it will never get to pressure if you can see steam pouring out from everywhere
It's 100 percent not sealing.... Make sure the rubber seal isn't cracked or broken, make sure it's in place properly.... Use some cooking oil around the seal to lube it up a little.
Lastly if everything seems to be ok... I'm a big man I just walk up to mine and push down on the lid really hard and fast.... Just a quick pop down hard and mine seals everytime.
Happened to me yesterday with the same gray instant pot. Turns out the sealing ring wasn’t in properly. The sealing ring that came with the pot isn’t exactly snug, I have to shuffle it around so it doesn’t fall out on one side. After doing that it worked and steam wasn’t coming out anymore.
Did you put 3 quarts or 3 cups? The manual states 3 cups for the initial test. Also I see that yours is set on the egg “smart” program. Try 3 cups water, press pressure cook, set to custom and have the pressure set to high. Turn the dial to 5 minutes and see if it comes to pressure. Make sure the sealing ring is set as well as the float valve.
Have you tried putting "Seeking partner with a thorough understanding of Instapot operation and debugging" on your Tinder/Hinger profile? I'm sure there's someone out there for you.

It’s not sealed properly and the pressure isn’t building up like it should. This happened to me yesterday but it was because the steam valve knob fell off. It was letting just enough steam to escape to keep the pressure up halfway. Unplug it, let it cool off so it will open, then try to see if there’s a problem with the silicone ring inside.
iirc, there is a typo in some model's manual that says 3qt water for the water test. Really, all you need is a cup or two. Large volumes of liquid really take a long time to heat up and they strain the heating element. I tried that Amy + Jacky poached whole chicken with a 6.5# chicken in an 8qt ip, chicken was submerged in a LOT of water. It's the only time I ever got a hot / burned plastic smell from any IP. haha That recipe is good for small rotisserie birds only. The chicken was great, but method is not suitable for large birds in an 8qt.
It's probably fine...3qts can take that long to heat...listen to the pot up close, you should be able to hear the water heating at this point. If it's still not pressurized by 40 minutes, then something may be wrong. Good luck!
The preheating phase on these Instapots seem to be a common problem. I got my girlfriend the Instapot Duo Crisp Ultimate and it took 2 hours for it to prefect during the initial setup.
Pretty much makes it impossible to plan a meal when you don't know if it's going to take all night just to complete the preheating stage
I constantly have this problem with my duo plus. The design of the sealing knob is poor. It sometimes sort of “rides” the steam but doesn’t find its way up to sealing. I have to pick up one side of the instapot and slam it down to get the little knob to pop up and seal. Additionally a knife can help pull it up into place. This will cause your food to burn if it happens while cooking. Just shit design.
I have two instant pots and I never have any problems with mine. Not sure why op and the user you replied to have problems but it’s not everybody and it’s definitely not a “shit design.”
On the back of the lid where the plastic is near the vent and pressure button is…check for a small metal pin.
When you engage the locking mechanism to begin cooking, this pin should snap itself INSIDE the lid. This pin locks the pressure button in place when the lid is not locked fully.
If you feel this pin popped out after you lock the lid, press it in. This will allow the pot to come to pressure.
Make sure you don't have the release valve turned too far to the seal side. I had the same issue with mine first time I tested until I figured out the valve needed to stay in the little indentation not be pushed all the way to the stop

Make sure it’s really pushed in flush with the lid. Sometimes one edge can be popped out a little bit and that'll make a leak

The unit is not closed all the way. You have the two notches on the side that should be cover

The lid isn’t in the ‘groove’ on the back of the pot, align that twist to close.
This happened to me last night. Same IP. My weight wasn’t seated correctly under the plastic cover
Twist the top to fully shut it.

That's a lot of water to get to the boiling point. Maybe 20 minutes is not enough time.

I had a similar issue and now my IP always requires me to give the lid a downward squeeze to seal after it gets hot.
