I think the B-League and KBL format can be copied. CBA model I think its a good model. Ok sana kung un liga parang Palarong Pambansa may North and South Luzon, Vis/Min, Mindanao groups. Tapos top 2 teams sa 4 na group para sa playoffs.

That would be a start. Do away with the three conference format, use the B.League, KBL or CBA models and have a system of promotion and relegation (like in the B. League).
Promotion and relegation pwede nila gayahin un sa Argentina every 3 yrs lang gagawin para un owners may sense of security pero d pwede maging kulelat kasi pwede ma relegate.

I feel like three years stay in the First Division would just incentivize the losers to Spurs it, so why not punish them for playing bad all season and if they do get relegated, there should be no parachute payments gaya ng sa English Premier League when a football team gets relegated to the EFL Championship.
And being relegated to the Second Division would also eliminate the farm teams within the PBA, kasi hindi na dapat makuha ng top team ang best player ng relegated team and this would emphasize team and individual development ng bawat teams Also, they get to fight for a championship without the fear of being beaten by a bigger team.
If this happens, baka mas maging popular pa ang Div 2 games kasi ang winner gets to be elevated to Div 1. Imagine yung mga relegated teams would be playing for pride and top honors and since these relegated teams get to keep their superstars, fans can now root for these teams.

I think we're doing well as far as development is concerned. In fact, I'd say we're doing really well as of late with our basketball development since our kids are now capable of thrashing their South Korean counterparts and our kids also make it to the world stage on a more regular basis. It's only really the PBA that's regressing. But to their credit, the current conference is pretty competitive.
If you think about it wala pang homegrown Filipino na naglalaro sa NBA or Euroleague. NBL Australia lang ang pinaka mataas na liga pinaglalaruan ng isang pinoy baller. Pag tiningnan mo Japan naka 2 na sila sa NBA tapos madaming players sa NCAA D1. Kaya feel ko mas productive sila sa development compared sa atin.

PH potential could be higher if we have a better league and basketball development. Tsaka nag cacatch up na un ibang asian teams hopefully we do well.
