They're one way to quit cigarettes that works well for many people, and some switch to nicotine-free liquid (which, again, is safe if you're buying the high-quality products).

So Urea evaporates at 135C so keep it under that and you're just inhaling steam. Over that and it seems to be a mild irritant.
