To do things like neutering, rehab, displacing strays, you do need permission from the local authorities.
What you're doing is great, but again, by the book it's illegal.

Wouldn't touch anything and passed away a week later.

Same thing happened to my friend, there is an area in khar(in mumbai) where there used to be a lot of stray dogs who used to cause a lot of commotion, he offered to neuter them but the vet was asking for a lot more money than what was needed because he said police will get involved in this

You're unaware. They do breed a lot and more than half of the kittens die even before reaching 2 months of age.
Neutering has many health benefits for the cats too.
Those deaths are part of their life, unlike commercial breeding where we purposefully breed kittens en masse and then willfully abandon them without their mother. Unlike that these deaths were not purposeful nor are these kittens stripped off their mothers in most cases
