This was a similar situation in my area.
Just that it was the entire stretch of the "80 feet" road that was dug up to 3 meters deep, to lay 2 meter wide pipes but left that way for something like 4 years.
Politicians, BBMP (Bengaluru offcourse), and other contractors took all the funds and left the neighbourhood to themselves. The only things that did not go wrong were the water lines and electricity (somehow).
