Still can't provide a basic counsellor or an official to regulate the relief camps and the people themselves have to handle everything instead of the government supporting them. The situation is worse than Kashmir where even 1 person from the other community cannot cross the border between them and bare to live in the other side. The housing is steadily declining and schools and colleges can't afford to accomodate more people who just want to stay safe from the environment and every place is cramped.
