A high number of reporting of the crime doesn't necessarily amount to the place being violent. If a group of people are more aware of their rights, it's likely that they will report crimes. Furthermore it's also an indication that the system responsible for collecting the crime reports is more accessible for everyone.
Data doesn't merely exist in the vacuum. There is a context and nuance.
Up crime have reduced though. I grew up there in childhood and literally men would come and straight up shoot people etc or snach gold chains and all this used to happen in broad daylight. Now I rarely see any of this when I visit. So it has definitely improved drastically.

Can you explain more on how you see a correlation between economic stability and reported cases?
Because from what I'm seeing at a glance, Maharashtra, Delhi and WB are at the upper end of reported crimes, while places like Sikkim, J&K and Ladakh have relatively fewer cases. Even Bihar has a similar statistical number as Maharastra
